May 14, 2021— President Rodrigo Duterte has approved the shift of the NCR+ from modified enhanced community quarantine (MECQ) to ‘stricter’ general community quarantine (GCQ) starting on May 15 until the end of the month.

NCR+ consisting of Metro Manila, Cavite, Laguna, Rizal, and Bulacan was decided to follow this new quarantine classification which was announced after a meeting at Malacañang.
Presidential Spokesperson Harry Roque stated that only essential travels into and out of the NCR+ bubble will be allowed in accordance to the ‘heightened’ general community quarantine classification.
Some of the guidelines under this classification state that people who are 18-65 years old are allowed to leave their homes and outdoor non-contact games and sports are not prohibited. Indoor dine-in services also will be allowed at 20 percent seating capacity while al fresco dining will be allowed up to 50 percent.
Tourist attractions and personal care services such as salons, beauty clinics, and parlors can also operate up to 30 percent capacity while 10 percent capacity for religious gatherings, wakes, and funerals.
Despite the decrease in COVID-19 cases resulting from the stricter quarantine classifications that were previously implemented, the Philippines still remains second on the list among the countries in Southeast Asia with the highest COVID-19 cases and deaths.
